白皮书（white paper）是一国政府或议会正式发表的以白色封面装帧的重要文件或报告书的别称。白皮书作为一种官方文件，代表政府立场，讲究事实清楚、立场明确、行文规范、文字简练。白皮书既可以是系列的，比如，中国国防白皮书，自1998年以来就是每两年出一次；也可以是在某个特定环境下专门发表的，如为驳斥西方国家对中国人权政策的攻击，我国发表了若干有关中国人权状况的白皮书。
